10 New Football Rules Set to Debut at 2026 FIFA World Cup

The 2026 FIFA World Cup will not only be the largest tournament in football history but will also introduce a number of significant rule changes aimed at improving the flow of matches and reducing time-wasting.The new regulations, approved by the International Football Association Board (IFAB), will be implemented during the tournament, which will be hosted by the United States, Canada and Mexico.

According to FIFA’s Head of Refereeing, Pierluigi Collina, the measures are designed to speed up the game, enhance officiating and discourage tactics that unnecessarily delay play. Expanded VAR powers and stricter time-management rules are among the major changes set to take effect.Below are the 10 key rule changes fans can expect at the 2026 World Cup:

1. Five-Second Countdown for Throw-InsReferees will be allowed to start a visible five-second countdown when they believe a player is delaying a throw-in. Failure to restart play before the countdown expires will result in possession being awarded to the opposing team.

2. Five-Second Countdown for Goal KicksTeams that deliberately delay goal-kicks will face stricter sanctions. If the countdown reaches zero before the restart is taken, the opposing team will be awarded a corner kick.

3. Time-Limited SubstitutionsPlayers being substituted must leave the pitch within 10 seconds through the nearest exit point. Failure to do so will delay the entry of their replacement until the next stoppage after one minute of play.

4. One-Minute Off-Field Treatment RuleOutfield players who receive medical treatment on the pitch must remain off the field for 60 seconds after play resumes. Certain situations, including those involving goalkeepers, are exempt.

5. VAR Review for Incorrect Second Yellow CardsVideo Assistant Referees will now be able to intervene when a player is sent off due to a clearly incorrect second yellow card.

6. VAR Review for Mistaken IdentityVAR can also step in when a referee issues a yellow or red card to the wrong player.

7. VAR Review of Incorrect Corner DecisionsCompetitions may permit VAR to review corner kicks that were clearly awarded in error, provided the review can be completed without causing unnecessary delays.

8. VAR Review of Attacking Fouls Before Set PiecesOfficials can now examine attacking fouls committed before corners or free-kicks that later result in a goal, penalty or major disciplinary incident.

9. Red Cards for Covering the Mouth During ConfrontationsPlayers who deliberately cover their mouths while engaging in confrontations with opponents may face a straight red card under new anti-discrimination and transparency measures.

10. Restrictions on Goalkeeper Tactical TimeoutsTeams will no longer be permitted to use goalkeeper injury stoppages as unofficial tactical timeouts. Players must remain on the field rather than gathering for team talks during such interruptions.

The 2026 FIFA World Cup will be the first edition of the tournament to feature 48 teams, making it the biggest World Cup ever staged. Alongside the expanded format, FIFA hopes the new laws will improve match flow, reduce gamesmanship and ensure greater fairness throughout the competition.
