Western officials believe Russian President Vladimir Putin is trying to avoid a direct military confrontation with NATO despite increasingly aggressive warnings against countries supporting Ukraine. Russia has intensified its rhetoric against the United Kingdom and other Western countries backing Ukraine, but senior Western officials believe Moscow remains keen to prevent the conflict from developing into an open war with NATO.
The officials, who spoke on condition of anonymity, said recent threats from Russia, including warnings that British military forces or weapons production facilities could become targets, were consistent with Moscow’s longstanding strategy of applying pressure on Western governments. Their assessment comes amid reports that CIA Director John Ratcliffe travelled to Moscow this week, with some reports suggesting that the visit may have included warnings against any potential Russian attack on a NATO member.However, the officials said Russia’s increasingly hostile statements could also reflect mounting pressure on Putin’s government.
Russian forces have made only slow advances in Ukraine while suffering significant casualties, and Ukrainian long-range attacks have increasingly struck targets deep inside Russian territory.Putin and other senior Russian officials have repeatedly rejected claims that Moscow intends to attack NATO countries, describing such warnings as exaggerated. US President Donald Trump also said this week that he believes Putin will not attack NATO territory.
However, Western officials warned that Russia is likely to continue using tactics below the threshold of conventional warfare, including cyberattacks, sabotage and alleged assassination attempts. According to the officials, these activities are designed to weaken Western determination to support Ukraine. They warned that such operations could nevertheless create opportunities for miscalculation, potentially triggering a wider military confrontation.
Russia has been suspected of involvement in a series of unexplained drone incidents across NATO countries, although Moscow has denied responsibility. Earlier this month, a drone carrying explosives reportedly reached a runway at Leipzig Airport in Germany, an important logistics centre involved in the movement of military equipment to Ukraine. There has been no confirmed evidence directly linking Russia to the incident.The Leipzig incident followed numerous reports of drones being spotted near European airports and military installations.
Several of those incidents have also been suspected of being linked to Russia, although Moscow continues to deny involvement. France’s security chief subsequently warned that European countries should consider the possibility of more serious hostile actions taking place on their territory. Despite the growing tensions, one Western official urged NATO members to remain calm while maintaining a high level of vigilance. The UK government has also said Russian threats will not force it to reduce its support for Ukraine.
The officials described the war in Ukraine as having escalated this year, with both Russia and Ukraine increasing their use of long-range strikes. They said Putin had not abandoned his broader objectives in Ukraine despite growing difficulties at home. Russia is still making gradual advances in parts of the eastern Donbas region, but the campaign continues to come at a heavy human cost.According to the Western officials, Russia is currently losing around 6,000 more troops each month through deaths and injuries than it is able to recruit.
The officials said economic difficulties, including fuel shortages, were beginning to affect public support for the war and contributing to growing political pressure on Putin. However, they stressed that the pressure does not currently represent a serious threat to his hold on power. There is also no clear indication that the Kremlin is preparing for another large-scale mobilisation of Russian citizens to reinforce its forces in Ukraine.
