A Romanian court has declared a Moroccan citizen an undesirable person for 10 years following a request by the Romanian Intelligence Service (SRI), which alleged that he posed a threat to national security because of extremist-related activities.
The ruling was issued on July 1 by the Bucharest Court of Appeal after an application filed by the SRI.
According to the intelligence agency, the individual, identified only by the initials H.E.M., moved from Morocco to Romania in 2023 and came under investigation towards the end of 2025 over activities that authorities said constituted risks to national security under Romania’s counterterrorism legislation.
The SRI alleged that H.E.M. was in an advanced stage of radicalisation, describing him as being in the “pre-operational” phase of the radicalisation process.
In a statement, the agency further claimed that the Moroccan national was a sympathiser of terrorist organisations operating in the Middle East and had engaged in activities promoting terrorist groups and extremist ideology.
The intelligence service also alleged that he acted as a factor in the radicalisation of individuals within Romania.
The SRI did not disclose additional details about the investigation or identify the specific organisations to which it referred.
The court’s decision bars H.E.M. from remaining in or returning to Romania for a period of 10 years.
